Without a second thought, the Comintern identified the Peking University group, and with extraterritorial protection of Shanghai, agent Grigorii Voitinksy helped in the facilitation of a meeting in the French Concession for the formation of the Chinese Communist Party (CCP).

The initial and the most immediate driver that led to the establishment of the party was the warlords. Which prompted the Chinese to develop a platform that would help reunify the country (Wasserstrom n.p). This motivation was also attributed to the consequences of warlordism, especially in the rural area that had deadly impacts on the population. There were many struggles associated with Wang Jingwei, Chiang Jai-shek, especially getting rid of the Northern Expedition. This was an attempt of trying to get rid of the communists belonging to the nationalistic structure.
